Global English....Latin American English?

According to the interesting article "Global English" (Jenkins, J 2002)

"Native speakers (of english) have different accents depending on the region where they were born and live. So why non-native speakers of an international language should not be allowed to do the same?"
So it is possible to talk about the latin american english accent?
